Strengthening Probationary Periods in the Federal Service
President Trump issued an executive order to strengthen probationary and trial periods for federal employees.
The order addresses inefficiencies in how agencies utilize these periods, aiming to improve workforce quality and efficiency.
It repeals parts of the existing Civil Service Regulations and creates a new Civil Service Rule XI to ensure that agencies actively determine employees' continued employment benefits the Federal service before appointments are finalized.
The order requires agencies to actively review employees' performance during probationary periods and to certify that an individual's continued employment benefits the public interest before finalizing their appointments.
Agencies are also required to review current employees already in probationary or trial periods.
Investigation into Unlawful “Straw Donor” and Foreign Contributions in American Elections
President Trump issued a memorandum directing the Attorney General, in consultation with the Secretary of the Treasury, to fully investigate alleged misuse of online fundraising platforms for illegal campaign contributions.
The investigation will focus on schemes involving 'straw donors' and foreign nationals attempting to circumvent campaign finance laws.
The Attorney General is required to submit a report on the findings within six months.
Unleashing America’s Offshore Critical Minerals and Resources
This executive order establishes a US policy to accelerate responsible development of seabed mineral resources, citing national security and economic interests in securing critical minerals independent of foreign adversaries.
The order directs several federal agencies to streamline permitting processes, increase investment in deep-sea technologies, and engage in international partnerships to develop domestic supply chains and counter China's influence in the sector.
It also mandates reporting on various aspects of seabed mineral resource development, including assessments of environmental impacts, economic feasibility, and international cooperation.
